The Gin Pennant is flown to indicate an open invitation to other ship's officer's to come aboard for drinks.
While not entirely an official pennant, this has been around since at least the 40's (possibly long before) at the height of the British Empire. While the British seem to have started it, pretty much everyone thought it was good idea and took to using the flag.
